The recent announcement that Australia and the United States areplanning to 'swap' asylum seekers provides further cause for alarm aboutthe way in which some states are attempting to redefine theirinternational obligations as signatories to the Refugee Convention andProtocol (Peter Cotton, RMS Refugee Resettlement, 23 April 2007).
